Mark Carney is currently Europe working to strengthen Canada-EU ties on defence, trade and economic ties, and citizens.
He will visit France and will attend the European Union State of address.
Based on reports, he has put forward making Canada an associate member of the EU.
Carney said visa requirements and possible visa-free travel will be part of the discussions.
Some commentators note the EU's favourable view of Carney does not guarantee more straightforward trade negotiations.
They also say a deeper partnership could carry drawbacks for Canada.
